The White House on Friday introduced a comprehensive artificial intelligence (AI) policy framework aimed at creating a unified national approach to AI regulation, pre-empting individual state laws. Backed by the Trump administration, the proposal seeks to establish a single legislative structure across the country, avoiding a fragmented “50-state patchwork.” President Donald Trump has previously warned that states introducing restrictive AI laws could risk losing federal broadband funding if such measures are deemed harmful to U.S. technological leadership.
The framework places strong emphasis on safeguarding children and addressing emerging digital risks. Proposed measures include giving parents greater control over their children’s devices and online accounts, along with tools to combat issues such as sexual exploitation and self-harm. It also outlines steps to strengthen protections against AI-driven scams and national security threats, while encouraging Congress to streamline approvals for energy-intensive data centers, including enabling on-site power generation to manage electricity costs.
In addition to safety measures, the policy prioritizes innovation and global competitiveness in AI. It calls for removing regulatory barriers, accelerating AI adoption across industries, and supporting the development of advanced AI systems. The framework also addresses intellectual property rights, free speech protections, and workforce development through AI education initiatives. The White House expressed optimism about working with Congress to turn the proposal into formal legislation, reinforcing the U.S.’s ambition to maintain global dominance in artificial intelligence.
